Offsets Causing “Payment Initiated” Delays in US Bank Payment System

Normally, when an invoice reaches “Payment Initiated” status in the US Bank Payment system (formerly known as PowerTrack), it quickly moves to “Payment Settled” status. Over the last few months, we have noticed a relatively small increase in the number of invoices in Payment Initiated status that are not moving to Payment Settled status. We have discovered that the reason for the delay is an offset that has been initiated against that SCAC.
The offset is being satisfied through an eBill

Electronic Billing Implementation for NTS Delayed

Phase I of the new NTS Electronic invoicing process  was scheduled to begin on August 15th. However, we have been advised by US Bank that the new launch date has now been delayed until October 5, 2011. This date will include all NTS providers in Phase I, which includes those who service JPPSO-COS, as well as any Coast Guard locations.
Along with the implementation date being delayed, NTS providers have also been given another opportunity to increase their rates prior…

Audit Exception Change Continues to Cause Cash Flow Problems

Last week, we noted the update that SDDC had published…, covering a few different problems in DPS invoicing. The problem that caused the most concern was an Audit Exception error in the US Bank Payment system. Unfortunately, that problem has still not been repaired, and the number of invoices affected is starting to climb.
A change occurred in early June to the way the US Bank system handles the situation when a TSP invoices less than the amount that

SDDC Issues Notice on DPS Rating Problems

This morning, SDDC sent out a notice to TSPs… concerning some DPS rating issues. It specifically addressed known rating problems with LHS, 105J (400NG – Storage Inspection Fee), 105A (400NG – Full Pack/Unpack), and 513A (IT – Fuel Surcharge).
We have been working with SDDC and JPMO-HHGS on rating problems with all of these items, many of which are caused by DPS pulling 2010 rates, instead of 2011 rates. However, they didn’t give any details about the problems they were

Military Services Find 23 Million Reasons to Move Non-Temp to Electronic Billing

The long standing complaint of Non Temporary Storage (NTS) providers has been the extremely slow payment times. When it was recently announced that NTS billing would now be done electronically through the US Bank payments system, it was taken as welcome news that the military services had finally heard their complaints and decided to do something to improve payment times. While that probably factored into the services decision to move to electronic payments, there was another factor at work, one

Army Claims Starts Offset Process

The much discussed implementation of offsets in the US Bank Payment system has begun, albeit in a small way. According to Cheryl Garcia from US Bank, the Army Claims office initiated a test of the new offset process, by initiating three separate offsets. US Bank and the Army are closely monitoring these three offsets, and if the offset functionality works as intended, TSPs can expect that the Army will move ahead with full implementation of offset on all outstanding TSP

Government Shutdown Threatens Invoicing Process

There has been a lot of coverage in the news about the possible shutdown of the federal government. This attention has led many TSPs to inquire if a federal government shutdown would affect the invoicing process. While there is not a clear yes or no answer at this point, there is a chance that TSPs could see delays in the invoicing payment process if a shutdown occurs.
The good news is that TSPs are not paid directly by the federal

GSA Awards Third Party Payment Contract

During the recent AMSA Annual Meeting, GSA announced that they had awarded their third-party payment contract to Citi bank. Citi has joined the Syncada network, and will utilize Syncada to make payments under the contract. To add some confusion, Syncada is fifty percent owned by US Bank, and US Bank also offers the same payment services utilizing the Syncada network. So what is the effect of the decision by GSA to award their contract to Citi instead of US Bank?

Looming Offsets Threaten Cash Flow

In the most recent “DP3 News U Can Use” newsletter, there was a small article headlined “Implementing Offset Payment Process”. Although the article was brief, and very matter of fact, it should serve as a warning to TSPs about a potential upcoming disruption to their cash flow. The article stated:

DOD is currently testing household goods offset procedures in accordance with provisions outlined in the 400NG, International Tender, international and domestic solicitations. The test is scheduled to run for 60 …
