Is Regionalization Causing Invoicing Approval Delays?

In the past couple of months, we have experienced a number of PPSO locations that are having difficulty keeping up with the invoicing approval workload. While there is usually a base or two that may fall behind at any one time, we are seeing a larger number of bases having trouble approving or denying line items in less than 30 days, much less the three day deadline outlined in the business rules.
We are in regular and constant contact with

USTRANSCOM recently formally announced their plans to consolidate all PPSO offices into 11 regional JPPSOs. There will be a lot of speculation about the effects of regionalization, and we would like to speculate about its effect on the invoicing process. Fortunately, we currently have a number of JPPSOs already in place, so our opinions are based in large part on our past experience with those existing JPPSOs.
Positives…
The biggest challenge we face in invoicing is probably dealing with all

That is a section of our blog posting… from March 18th discussing the ramp up of DPS shipments. Well, almost exactly two months later, it is safe to say that there

It’s Official: DPS Passes TOPS in Percentage of Shipments Booked

For the first time since the initial DPS shipment was booked… in August, 2008; there were more shipments booked in DPS than in TOPS during last week. According the the latest WAR report from JPMO-HHGS, 52% of all shipments booked last week were booked in DPS. Now it will be interesting to see if

On the April 8th DPS invoicing call, a TSP asked a question about this issue, and the response from SDDC confirmed that the TSP is entitled to SIT until the shipment

A Closer Look at DPS Payment Times

In our recent newsletter, we posted the following chart displaying payment times in DPS vs. TOPS during 2009. This chart has generated considerable discussion from both the TSP and Government side, and there has been some discussion about the chart and what it really says about invoicing in DPS. We thought it would be helpful to offer a little context to the discussion, and share what we feel the take away is from this chart.

Obviously, the first thing that…
