Offsets Causing “Payment Initiated” Delays in US Bank Payment System

Normally, when an invoice reaches “Payment Initiated” status in the US Bank Payment system (formerly known as PowerTrack), it quickly moves to “Payment Settled” status. Over the last few months, we have noticed a relatively small increase in the number of invoices in Payment Initiated status that are not moving to Payment Settled status. We have discovered that the reason for the delay is an offset that has been initiated against that SCAC.
The offset is being satisfied through an eBill

Army Claims Starts Offset Process

The much discussed implementation of offsets in the US Bank Payment system has begun, albeit in a small way. According to Cheryl Garcia from US Bank, the Army Claims office initiated a test of the new offset process, by initiating three separate offsets. US Bank and the Army are closely monitoring these three offsets, and if the offset functionality works as intended, TSPs can expect that the Army will move ahead with full implementation of offset on all outstanding TSP

GSA Awards Third Party Payment Contract

During the recent AMSA Annual Meeting, GSA announced that they had awarded their third-party payment contract to Citi bank. Citi has joined the Syncada network, and will utilize Syncada to make payments under the contract. To add some confusion, Syncada is fifty percent owned by US Bank, and US Bank also offers the same payment services utilizing the Syncada network. So what is the effect of the decision by GSA to award their contract to Citi instead of US Bank?

TSPs Encouraged to Contact Claims Offices and GSA Prior to Upcoming Offsets

We have written previously… about the upcoming implementation of offsets through the USBank Payment System, and the resulting threat to TSPs’ cash flow. Since then, we have had many questions from TSPs asking what they can do to verify they are not facing large offsets. The consensus seems to be that the best course of action for TSPs is to contact

Looming Offsets Threaten Cash Flow

In the most recent “DP3 News U Can Use” newsletter, there was a small article headlined “Implementing Offset Payment Process”. Although the article was brief, and very matter of fact, it should serve as a warning to TSPs about a potential upcoming disruption to their cash flow. The article stated:

DOD is currently testing household goods offset procedures in accordance with provisions outlined in the 400NG, International Tender, international and domestic solicitations. The test is scheduled to run for 60 …

SIT Control Number Issue Resurfaces

One of the very first issues that popped up in DPS invoicing was the disconnect between the date that a shipment went into storage, and the Julian date embedded in the SIT control number on the date the PPSO actually did the approval in the DPS system.  We blogged about this issue back in March of 2009, and here is an excerpt:

We have recently been able to invoice a handful of these, and the invoices have paid for …

Three Year Statute of Limitations Confirmed

Last fall, a Civilian Board of Contract Appeals(CBCA) ruling confirmed that GSA had a three year statute of limitation in which to issue Notices of Overcharge (NOC) on shipments, overruling GSA’s contention that they had up to ten years in which to issues overcharges. The case in question (CBCA 1317-RATE) involved overcharges against Union Pacific Railroad, but the decision affects personal property shipments as well, since the laws governing this topic cover all transportation payments.
This ruling is important because…

PowerTrack Wording in Tariffs Causes Concern

As the upcoming tariffs have been published, there has been some language added to them all concerning the ability of PowerTrack to collect offsets via ebills. The language has caused considerable concern that this change will give the government the ability to directly withdraw funds from TSP bank accounts, instead of deducting the money from future invoice payments, as is done now. The specific language is below:

Currently, PowerTrack does not have the capability to process administrative offsets under the …
