The price of fuel was $3.02 per gallon as reported on Monday, April 5, 2010 making the upcoming FSC rates for the period 4/15/10 through 5/14/10 as follows:

GBL Domestic HHG / International HHG & UB – 6%
GSA Domestic HHG – $0.51
GSA International HHG and BAG – $0.51

Our billing program and AccuBill have recently been updated with the IS10 changes found in the I-24 Solicitation that went into effect for International shipments with pickup dates of 4/1/10 and after.
The changes are as follows:
INT/BAG – new tariff updates (I-24)
1. Item 252d. Port/Terminal Security Handling Surcharge (COF) and e. Port Congestion Surcharge. Removed Codes 5, T, J.

Most of the focus on the recent April 1 DPS software update has been on the inclusion of PPM shipments, and the resulting increase in shipments that could be booked in DPS. However, the software update installed last Thursday contained another change that may also have a significant impact on the long term success of the DPS program. April 1st was set to be an important milestone in the increased use of DPS. The addition of the PPM capability promised to increase the usage of DPS substantially, giving it the capability to handle approximately 70% of current shipment types.  This important update was installed into the DPS system as scheduled, however the PPM capability is not yet being utilized by the services.

• Release 1.4.01:  Content has been tested by JPMO test team.  The final, very small patch will be delivered on Mon, 29 Mar, for JPMO testing, and then it will be made available for Services to review.  Content includes PPM, BlueBark, improved CSS (email with direct linked survey), interim excess cost, ship to other than authorized location, additional pickup, and a number of software fixes

Last Friday afternoon, SDDC posted drafts of the DP3 Phase III Business Rules and Solicitations on their website. These documents have been highly anticipated by TSPs who are eager to see how the government plans to handle the final implementation piece of the DP3 program, covering Non-Temp Storage (NTS) and Direct Procurement Moves (DPM).
