It specifically addressed known rating problems with LHS, 105J (400NG &#8211; Storage Inspection Fee), 105A (400NG &#8211; Full Pack/Unpack), and 513A (IT &#8211; Fuel Surcharge).</p>
<p>We have been working with SDDC and JPMO-HHGS on rating problems with all of these items, many of which are caused by DPS pulling 2010 rates, instead of 2011 rates. However, they didn&#8217;t give any details about the problems they were addressing, which causes some uncertainty in the cases of LHS and 105J, which currently have multiple rating issues. Regardless, the message in essence gives the TSPs blanket permission to rebill any short pays on any of these items utilizing the miscellaneous item code.</p>
<p>Another item in the memo addresses a problem that we have been monitoring for the past few weeks, and this issue is having an impact on payment times. Historically, if DPS or CWA rated an item higher than the TSP&#8217;s invoiced amount, the US Bank system would pay the lesser amount. Earlier this month, for some reason unknown to us, this changed, and invoices in that situation started going into Audit Exception in the US Bank system.</p>
<p>So now if a TSP invoices the correct amount, and DPS incorrectly rates it too high, the invoice will go into Audit Exception. Now the TSP is in a difficult position, because if they match the DPS rating, which is the only way to get it out of Audit Exception status, they will be overpaid. The TSP is in essence stuck between not getting paid or being overpaid.</p>
<p>The notice from SDDC directs the TSP to not match the higher amount, but contact SDDC to resolve the issue. We have been told to expect a fix for this problem  by Friday, July 1st. We are hoping that is true, because it will be a challenge for SDDC to manually fix all of these invoices if the problem is not corrected soon.</p>

<div><span>TSPs using the Daycos billing service do not  have to worry about these problems, as we take care of them during the billing  process. 			<content:encoded><![CDATA[<p>Just as the recent transmission problems with CWA seems to be resolved, a new transmission problem involving DPS has appeared. During the last week, we have had over 1,400 invoices that have failed to move from the DPS system to the US Bank payment system, despite all line items being approved or denied. We first noticed the problem on Tuesday of last week with a small number of invoices, but the number has continued to grow each day.</p>
<p>You may recall that the recent DPS patch installation caused a<a href="http://blog.daycos.com/2010/09/14/dps-update-stops-all-dps-payments/"> similar problem</a>. The difference between that problem and the current one is that not all invoices appear to be affected this time. We are seeing many invoices being rated by DPS and sent back the US Bank for payment, but not all of them. In many ways, this makes the problem much more difficult to diagnose and correct, once the problem is fixed.</p>
<p>We have been in communication with both the DPS and Syncada help desks regarding this issue, but have not heard any official word on the cause of the problem or timeline for resolution. We will keep you posted if we receive any updates.</p>
<p>Speaking of which, as mentioned at the top of the post, it does appear that the <a href="http://blog.daycos.com/2010/10/29/cwa-invoicing-delays/">recent CWA transmission problem</a> is resolved. The number of invoices affected topped out at  over 1,200 late last week, but on Friday we received notice that CWA had fixed the problem. Sure enough, we started to see the backlog invoices move to payment and as of today, we were down to just a few hundred that are still &#8220;stuck&#8221; and not getting into CWA.</p>

			<content:encoded><![CDATA[<p>Over the last week, we have experienced a number of problems accessing and successfully transmitting invoices to CWA.   Initially, we were having problems logging into CWA to pull our daily reports and monitor invoices.  Shortly after we began to notice that very few invoices were going to, or coming from CWA.  Because we were unable to log in to CWA and access our reporting, we were not sure where the transmission errors were happening and contacted both the CWA and Syncada Help Desks.  </p>
<p>Syncada responded to our help ticket, advising that they were not receiving the typical volume of files back from CWA.  Syncada did confirm that they were getting 997 notifications that the files they were sending to CWA were being accepted; although they could not confirm if CWA was processing the files or not.  By the end of last week, Syncada started receiving files from CWA, and a large number of payments were made last Friday morning.  </p>
<p>Earlier this week we continued to see payments flowing on invoices returning from CWA to Syncada; however we still were not seeing invoices sent from Syncada getting into CWA.  Also this week, the ETA system that currently supports CWA has been down, which prevents us from logging in and accessing the CWA site.  </p>
<p>As of today, we have approximately 1000 invoices that were sent from Syncada to CWA that are not yet showing in CWA.  We received word that Tier 3 is working the issue at the CWA HD, but as of this afternoon, there was still no estimated time frame for resolution.   We will continue to monitor this issue and will keep you posted on any updates we receive.</p>

		<description><![CDATA[A few weeks ago, we <a href="http://blog.daycos.com/daycosnews.php/2009/11/16/payment-delays-in-powertrack">wrote&#8230;</a> about the delays with invoices processing to payment in PowerTrack.  Initially, users were having problems getting with PowerTrack accepting manual and electronic updates to existing invoices in PowerTrack.  The issue with making manual updates has been corrected, however, to date, we are still unable to submit a corrected invoice to electronically make changes to a previously submitted invoice. 			<content:encoded><![CDATA[<p>A few weeks ago, we <a href="http://blog.daycos.com/daycosnews.php/2009/11/16/payment-delays-in-powertrack">wrote</a> about the delays with invoices processing to payment in PowerTrack.  Initially, users were having problems getting with PowerTrack accepting manual and electronic updates to existing invoices in PowerTrack.  The issue with making manual updates has been corrected, however, to date, we are still unable to submit a corrected invoice to electronically make changes to a previously submitted invoice.  We have been in contact with PowerTrack/Syncada daily and understand they have escalated the issue, but are uncertain of when it will be resolved.</p>
<p>For those billing customers that utilize our PT follow-up service, our staff has been manually working the invoices in PowerTrack to make the necessary changes for Audit Exception invoices to pay.  We will continue to do so until we receive further word from PowerTrack/Syncada that this issue has been resolved.</p>

			<content:encoded><![CDATA[<p>We were advised by Syncada/PowerTrack mid-week last week that invoices previously submitted to PowerTrack that had changes or corrections made to them in PowerTrack last week, either manually through the PowerTrack User Interface, or electronically via EDI, were not maintaining the updates that had been made.</p>
<p>We have been monitoring the situation closely, as we submit a number of corrected invoices daily from our office to match Audit Exception invoices as part of our follow-up service to our billing customers.  Since updates have not been working, this has temporarily halted the payment of invoices that have gone into Audit Exception status.</p>
<p>We have been in continued contact with Syncada/PowerTrack to resolve this issue and received word from them this morning that the ability to make manual updates was fixed over the weekend and that their technical team is reviewing the remaining issues to resolve them as quickly as possible.  We will keep you posted on any further updates we receive.</p>

			<content:encoded><![CDATA[<p>Our billing program and AccuBill have recently been updated with the DW09 changes found in the D-17 Solicitation that went into effect for Domestic shipments with pickup dates of 11/01/09 and after.</p>
<p>The changes are as follows:</p>
<blockquote><p><strong>DOM – new tariff updates (D-17)</strong></p>
<p>The listed ‘Summary of Changes’ for the new tariff contain verbiage changes, no programming required.</p>
<p>1.  Added wording to Item 402 (packing and unpacking):  The PPSO may also authorize crating for any size flat screen television but the cost of crating will not exceed the $105.00 charge for the corrugated carton designed specifically for flat screen televisions.  If the crating cost is less than $105.00 TSP will bill the lesser cost.</p>
<p>2.  Item 420 – Fuel Surcharge (Linehaul Only) – Verbiage added for Clarification.</p>
<p>Please Note:  No rates have been increased or updated within this Tariff.  As well, there are no additional Changes or Amendments posted for Tariff D-17 at this time.</p></blockquote>
