All I want for Christmas is my two …. solicitations?

Update (1/2/12) SDDC has contacted us to state the the 45 day requirement only applies to publishing the rate filing schedule, not the publication of the solicitation. We are doing some further research on the topic, and we wil have a full blog post on the topic later this week, but we wanted to post this update from SDDC.

Update (12/29/11) The 2012 400NG and International tender have finally been posted on the SDDC website. They are the second page of the “What’s New” items.

Last week, we mentioned that we expected to see the 2012 400NG Domestic solicitation and the 2012 International Tender released no later than Thursday, December 22nd. This was based on the rate filing schedule that had been released, and the requirement to give the TSPs 45 days to review the solicitation prior to the beginning of rate filing. Well, as of 10 AM Central time on December 27th, the solicitations have not been posted on SDDC’s personal property website.

This delay will create an interesting dilemma for SDDC. Not posting the solicitations last week means that it will be impossible for them to keep the rate filing schedule they just released, with the first round of rate filing to start on February 5th. If the solicitations get posted today, the earliest they could start the first round of rate filing would be February 10th. It is possible that SDDC could attempt to keep the previously released rate filing schedule, and give the TSPs less than 45 days to review, but that does open them to a possible challenge from any TSP in the program.

More interesting is the reason for the delay. Perhaps SDDC is just having a hard time getting it posted to their website, and the holiday schedule probably doesn’t help. However, it seems like that would not be enough of an issue to keep such important items from getting a link to a website. It does cause one to wonder what issue (or issues) are they still working to have caused the delay. I supposed we will find out sooner or later, but how much later is still to be determined.
