Version 23 of the DPS Smart Book was recently posted on the Move.mil website. While there were not a lot of changes from the previous version, there was an extensive listing of questions and answers about digital certificates. It is worth reading through the entire Q&A section, but there were a few answers we wanted to highlight:

In the most recent “DP3 News U Can Use” newsletter, there was a small article headlined “Implementing Offset Payment Process”. Although the article was brief, and very matter of fact, it should serve as a warning to TSPs about a potential upcoming disruption to their cash flow. The article stated:

The price of fuel was $3.51 per gallon as reported on Monday, February 7, 2011 making the upcoming FSC rates for the period 2/15/11 through 3/14/11 as follows:

GBL Domestic HHG / International HHG & UB – 11%

SDDC recently released its first updates to the 2011 400NG and International Tender, containing a handful of changes on various topics. While most of the new language contained helpful clarifications, one change may have added more uncertainty.
Numerous issues were raised… about the change to base mileage for delivery out of SIT from Block 18 of the GBL, including timing of the application of Block 18 and shipments that change destinations after acceptance. In response, SDDC added the following phrase

SDDC has posted new versions of the 2011 400NG and the 2011 International Tender. Among the changes are clarifications of issues and answers to questions raised by the earlier changes, as well as a few new items.
