Last Wednesday evening, DPS loaded a patch containing a number of fixes for the DPS system. Unfortunately, it appears that the patch caused a significant error in the DPS rating and payment process.  The net effect of this error is that any invoices approved after last Wednesday have not been paid.

When a PPSO approves or denies all line items in an invoice, the DPS rating engine kicks in and creates a rated 858 EDI file that is sent to Syncada to be compared to the original TSP invoice. The error appears to be occuring in the 858 creation or transmittal process, so even thought PPSOs are approving and denying line items, the file is not being sent to Syncada. Since that file is necessary for USBank to inititiate payment, no payments are being made.

We were alerted to this possible problem late last week, and have been working on confirming the problem and determining the extent. To date, we have been unable to locate any payments that have been made since last Wednesday that were not initiated before the DPS patch installation.

Therefore, we believe that payments are basically at a complete stop for all DPS invoices.  Once the flow of invoices that were approved prior to the upgrade trickle through the system, TSPs will not be seeing any money flowing from DPS invoices.

We have been told that SDDC and JPMO-HHGs are aware of the problem, and are working on a fix, but we have not heard any estimates as to when the fix might be ready. In the meantime, TSPs should prepare for a complete stop to all DPS payments until a fix can be completed and installed.  We will post any updates as we hear them.
