PPM Order Marks the Start of DPS Ramp-Up
“After extensive testing and evaluation, the Service Headquarters have determined the PPM module meets the minimum requirements for execution. Effective 15 April 2010, all PPM applications will be processed in DPS.”
Those are the first two lines from the PPM Execution Order, a joint message from the Military Services which was shared with the DPS user group late yesterday. This order is the trigger that will drastically increase the number of shipments being booked in DPS. The functionality was added April1st, but the order to start utilizing the capability was delayed until today.
Any shipment with a PPM component can now be booked in DPS, which was the largest category of shipments that still had to be done in TOPS. As noted in the order, the only remaining shipment types that cannot be booked in DPS are:
a. Non-temporary storage (NTS)
b. Releases from NTS;
c. Local moves (other than PPM);
d. Direct Procurement Method (DPM) shipments;
e. Joint/combined spouse moves;
f. Army and Air Force Exchange Service (AAFES) and Non Appropriated Funds moves;
g. Volume moves, special solicitations, and all one-time-only (OTO) shipments (boats and mobile homes).
TSPs should expect that most shipments that don’t fall into one of those categories will be running through DPS. It is likely that volume numbers change very quickly, and DPS will become the dominant system over TOPS very soon.
