DP3 Phase III Draft Business Rules & Solicitations Posted

Last Friday afternoon, SDDC posted drafts of the DP3 Phase III Business Rules and Solicitations… on their website. These documents have been highly anticipated by TSPs who are eager to see how the government plans to handle the final implementation piece of the DP3 program, covering Non-Temp Storage (NTS) and Direct Procurement Moves (DPM).
As has been rumored, DPM seems to have been removed from the program. In addition to NTS, there are  two additional shipment types included in Phase

SIT Conversion Process Causes Confusion in DPS

On a recent DPS invoicing call, and during the recent SDDC Symposium, there has been a lot of discussion about the process of converting a shipment to SIT in DPS. The confusion seems to be centered around two main points: the TSP’s ability to bill for SIT until that shipment is converted to member’s expense in DPS; and once it is converted,  the process for billing the SIT and delivery out.
On the issue of whether the TSP can bill

No Fooling: DPS to Increase Capability on April 1st

For most of the last year, DPS has been a secondary system to TOPS, handling less than a quarter of potential shipments. As we approach peak season, it appears that will change very soon. Recently, short-fuse functionality was added back into the DPS system, which increased the volume in the DPS system. Another release currently scheduled for April 1st… promises to make another significant increase in the number of shipments booked in DPS.
The main feature of the April

PowerTrack Wording in Tariffs Causes Concern

As the upcoming tariffs have been published, there has been some language added to them all concerning the ability of PowerTrack to collect offsets via ebills. The language has caused considerable concern that this change will give the government the ability to directly withdraw funds from TSP bank accounts, instead of deducting the money from future invoice payments, as is done now. The specific language is below:

Currently, PowerTrack does not have the capability to process administrative offsets under the …

All AAFES Payable through Syncada

A few years ago we blogged… about invoices for Army and Air Force Exchange Service (AAFES) shipments being payable through PowerTrack/Syncada. When that announcement was made, there were specific codes of service or shipment types that were being processed for payment through PowerTrack. For example, only code 1 domestic service codes were processed through PowerTrack; all code 2 and International service codes were processed and paid via a paper invoice.
We recently learned that effective with pickup dates of October

A Closer Look at DPS Payment Times

In our recent newsletter, we posted the following chart displaying payment times in DPS vs. TOPS during 2009. This chart has generated considerable discussion from both the TSP and Government side, and there has been some discussion about the chart and what it really says about invoicing in DPS. We thought it would be helpful to offer a little context to the discussion, and share what we feel the take away is from this chart.

Obviously, the first thing that…
