GAO Ruling May Delay DPS Implementation

The U. S. General Accountability Office (GAO) has issued a ruling on the protests filed by some TSPs related to the implementation of Phase II of Families First. GAO ruled that the portions of the protest related to the impact of Families First on the I-20 and D-14 solicitations were dismissed due to a lack of jurisdiction. However GAO did agree to issue a ruling on the part of the protest that specifically dealt with Families First Phase II. It is unclear when the ruling might occur, but until it is issued, it appears that no shipments will be able to be booked into DPS. This will almost certainly delay the current schedule, which has shipments ready to be booked on April 28.

During his briefing at the AMSA conference in Orlando yesterday, Lt. Col. Bradley of SDDC stated that the “timing of GAO decision may impact specifics of the DPS roll-out.” Since the ruling was just announced, Lt. Col. Bradley was unable to share any additional information about what that impact of the ruling may be, or how the schedule will be adjusted.
