520A and 520B – updated billing procedures

Earlier this year, SDDC released an updated billing clarification …for item codes 520A and 520B for long deliveries from SIT. The new billing procedures were implemented in CWA during version 3.7.3. During that time, CWA was programmed to accept only one item code 520A or 520B per shipment. DPS Demonstration

I recently had the opportunity to attend a day-long demonstration of the new DPS (Defense Personal Property System) system, which is a key component of the move to Phase II of Families First. DPS is a web application that will be used by service members, PPSO’s, and TSP’s for many functions such as pre-move counseling, shipment awards, rate filing, shipment tracking, invoice rating and approval, claims, and customer surveys. It's Official: Families First Postponed

We have just been forwarded this message, which was sent by Cullen Hutchinson at SDDC to the trade associations:

As I promised, as soon as I got an official release I would advise you all. SDDC has received authorization from the Commander, United States Transportation Command to move the implementation timeline for Families First and the Defense Personal Property System (DPS) from 1 Oct 05 to 1 Feb 06. SDDC Comments on DPS

In May, I had the opportunity to attend the demonstration of Increment 1 of the new DPS system, which will be implemented in Phase II of Families First. I wrote a lengthy review of the system, which can be read in this PDF file…, in which I summarized that unless some changes were made, DPS would add a significant workload to the TSP’s process in Phase II.

DPS Testing

Also mentioned at the TSP workshop was the news that IV&V testing on the new DPS system is continuing, despite having been slated to be completed last week. SDDC stated that it is “not going as smoothly as we hoped.”
There was no mention on whether or not these problems will be cause SDDC to postpone the February 1, 2006 implementation date for Phase II.…

Decision on Phase II Start Date Expected Soon

During the HHGFAA convention, SDDC stated that Gen. Fletcher would soon be making a decision about “timeline for Phase II of Families First.” Basically, he will be deciding in the next week whether or not to postpone the current start date of February 1, 2006.
The general consensus among those at the convention was that the date will be pushed back, most likely until October 1st, 2006. Of course until it is official, no one knows for sure. However, it…

Fuel Surcharge Change

Recently SDDC published a proposed change to the fuel surcharge baseline rate. The change, which was proposed in a Federal Register Notice you can view here…, raises the fuel surcharge from the current baseline of $1.30 per gallon to a baseline of $2.50 per gallon. The proposed change would be effective for the IS-07 and DS-07 rate cycles, for which the rate filing deadline are approaching rapidly.
