Billing Surcharges on Codes 5,J, & T
In SDDC’s recent email clarifying the Bunker/Security/War Risk Surcharge issue, they stated that none of these are applicable on certain codes of service:
“Note 1: Air fuel, bunker, War Risk, Port/Terminal Security Handling, and Port Congestion surcharges are not applicable on shipment codes of service T, 5, and J.”
As expected, some TSPs have disagreed vehemently with this decision, and are working with the industry associations to get SDDC to reverse their decision. While we are hopeful that effort will be successful, the current position of SDDC is that these are not billable on codes 5, J, & T. Therefore, Daycos will not be billing these items under those codes until there is a reversal in position by SDDC. If a TSP submits paperwork supporting the billing of those services, they will receive an FYI email indicating we cannot bill those items. However, if SDDC does reverse its position, you may resubmit those items on a supplemental invoices and we will rebill them at no charge to our customers. We hope this will be a reasonable way of handling these invoices, and we hope that the matter is satisfactorily resolved soon.
