Digital Certificate Implementation Date

At last week’s Military Industry(MI) Symposium, SDDC provided an update on the requirement to obtain an Digital Certificate in order to login to ETA. TSPs were informed that the requirement is still on hold, and there was no new information about setting a implementation date.
However, yesterday at the JPPSO-SAT meeting in San Antonio, TSPs in attendance were told that the requirement of digital certificates will be implemented July 1st, 2006. This obviously came as quite a surprise, in light…

CWA Newsletter

Recently we received a newsletter …from the Passenger and Personal Property Systems Branch of SDDC. They are the group responsible for overseeing the technical systems of TOPS and CWA for SDDC.
While not all the content is relevant to TSPs, as some is intended for TOPS administrators at PPSO locations, there is still some interesting information. Also, we applaud any efforts by SDDC to increase communication with TSPs, so we hope these newsletters become a regular feature.

CWA Version 3.7.3 Re-Released?

Although we have not received any official work from SDDC, it appears version 3.7.3 has been re-released. This morning, one of our customer support specialists noticed the version number at the bottom of the CWA screen had changed from 3.7.2 to 3.7.3.
If you recall, 3.7.3 was the version that was originally released on March 1st, then rolled back… on March 3rd due to technical problems. We had heard that the technical problems involved rating on auto-approved items, but we

Billing Surcharges on Codes 5,J, & T

In SDDC’s recent email clarifying the Bunker/Security/War Risk Surcharge issue, they stated that none of these are applicable on certain codes of service:

“Note 1: Air fuel, bunker, War Risk, Port/Terminal Security Handling, and Port Congestion surcharges are not applicable on shipment codes of service T, 5, and J.”…

As expected, some TSPs have disagreed vehemently with this decision, and are working with the industry associations to get SDDC to reverse their decision. While we are hopeful that effort will

Rebilling Bunker/Security/War Surcharges

As we continue to work through the issues brought about by the SDDC email clarifying their interpretaion of the Bunker, Security, and War surcharges, we have been getting a lot of questions about rebilling items that were previously denied in error. We had been waiting for clarification about the effective date of their email, and having heard back that there really was no effective date, we have started rebilling incorrectly denied items. Here are our procedures moving forward:

  • Bunker Surcharge:

Item Code COF for Port Security Charges

Update 3/8/06: Instead of waiting for a response from SDDC, we went ahead and tested some invoices with the COF item code, and it appears that they have successfully made it to approval. Therefore, we will start using this code immediately to bill all Security charges.
When SDDC issued this message… clarifying their interpretation of the War/Bunker/Security charge issue, one of the most positive steps they took was creating a new item code (COF) just for Port Security charges. Previously,

Effective Date for Bunker/War/Security Charges Clarification

More news on the recent email from SDDC clarifying the bunker surcharge, war risk, and port security issues. Soon after receipt of the email, we sought clarification from SDDC on this section of the message:

“The below definitions and application become effective March 1, 2006 and will be incorporated into the next Personal Property International (I-17) and Domestic (D-11) Rate Solicitations.”…

In particular, we asked them whether the March 1st date applied for pickup date, invoice date, or some other

CWA Rolling Back to Previous Version

We just received this email from SDDC:

Due to some unforeseen system problems, the 3.7.3 release of CWA will be rolled back to version 3.7.2 until further notice. This will be accomplished at 14:45 on 3/3/06.…

We have not experienced any problems with version 3.7.3 since it was released. However, since most of the changes in this version seemed to be on the PPSO side, it is probably safe to assume that is where any problems would be occuring.

CWA 3.7.3 Release Expected Today

We received an email this morning stating that CWA will be releasing their next version, 3.7.3, today at 3:30 PM (Eastern we assume). CWA will be down during the installation of the new version, which is not expected to take longer than 30 minutes.
Last week, CWA sent the release notes…, which identifies the changes in 3.7.3. There are a couple of fixes for rating engine ommissions, a couple of usability improvements for PPSOs, and a few odds and
